INABC Executive Board

Members of the Indiana Association of Behavioral Consultants are invited to nominate, and elect, Executive Board members in the fall of each year.  Nominations, for two-year terms, alternate between Vice-President, Secretary, and two At-Large seats during odd-numbered years – and – President, Treasurer, and one At-Large seat during even-numbered years.

INABC is proud to present Executive Board Members for 2025:

President:  Kelly Howard, MS, MBA, RBC
Kelly started her career in the disabilities field in February 2002 as the county director for a provider that offered supported living, group home and day services. It wasn’t long before she transitioned to being a behavior consultant managing a regional office for a different provider. In 2008, she started her own company, Behavior Services & Therapy, Inc., and offered behavior supports and music therapy. Kelly has been active in the field and always focused on best practices starting with employing an in-house psychologist to provide HSPP Level 1 for Waiver individuals and diagnostic and testing services in the outpatient mental health clinic as well as implementing a quality compliance department at BST in 2016.Kelly is a 24-year veteran of the Air Force and Air Force Reserve having enlisted immediately after graduating high school in 1989, earning an associate, bachelor’s and master’s degree before entering the Reserves and getting commissioned in 2001. She retired as a major in 2013.

Vice President:  Jenna Conklin, LMSW, RBC, IMH-E(II)

Jenna’s educational journey began at Purdue University, where she obtained a Bachelor of Arts degree.  She then pursued her passion for helping others by obtaining a Masters degree in Social Work from Indiana University, graduating with Honors and earning a place in the Phi Alpha Honor Society for being among the top 20% of her class. Jenna has been an active member of INABC since 2017, becoming a Registered Behavioral Consultant in 2019. A licensed Social Worker, she holds the Infant Mental Health Endorsement and strongly advocates for comprehensive mental health care for all ages.

To continue the hard work of her predecessors, Jenna facilitates the Human Rights Committee for Paladin and serves on several others throughout the state of Indiana.  She believes in building relationships in order to enable a change in societal views, and has trained over 50 first responders, as a vital part of the Crisis Intervention Team (CIT) in her community, about individuals with intellectual disabilities, their behaviors and how to best respond to them when in crisis.

Driven by a deep sense of purpose, Jenna is genuinely passionate about her work as a clinician. She relishes the opportunity to connect with people on a genuine level, going beyond superficial interactions to truly understand their thoughts, motivations, and behaviors. In a world that often prioritizes technology over face-to-face conversations, Jenna believes in the power of authentic, therapeutic dialogue to provide individuals with a safe sanctuary to express their most vulnerable emotions.

Secretary: Kimberly Adkins, MS, RBC, BSS

Kim has been working in this field for 22 years and has been working with OPG, Inc. since 2003. She earned her Bachelor’s Degree in Special Education from Purdue University in 1998, and her Master of Science Degree in Special Education with an emphasis in AAC (Augmentative and Alternative Communication) from Purdue University in 2000.

Kim is the mentor (previously facilitator since 2011) for OPG’s Human Rights Committee and provides insight and clarification for the committee in connection with HCBS Settings Rule and agency accreditation.  She has been a member of INABC since 2004 and currently serves as secretary of the association.

Kim is encouraged and inspired by the people we support and the clinicians who are creative, compassionate and supportive.

Treasurer: Amanda Fluck, MS, LMHCA, RBC

Amanda received her Master’s in Clinical Mental Health Counseling and Masters in Rehabilitation Counseling from the University of Saint Francis. She is a licensed mental health counselor associate (LMHCA) and is working towards her mental health counselor license (LMHC). She has a over 13 years experience working with adults and children of all ages with intellectual and developmental disabilities. Prior to becoming a LMHCA, Amanda has gained the experience as a direct support professional team leader in day program settings, a Qualified Developmental Disability Professional, a Mental health technician, a behavioral consultant and most recently as a Director of Behavior Management. She is a registered behavior consultant with INABC. Amanda is passionate about advocating for individuals wants and needs, so they can live their best lives.

In her spare time, she spends time with her husband and dogs and is an avid animal lover. Her hobbies include reading and spending time with family and friends.

At-Large:  Michelle Webster

Michelle received her Master’s degree from Ball State in Special Education. She has been a member of INABC since 2004 and is a registered behavior consultant.
She is the owner of Positive Progression which provides Behavior Management, Recreational Therapy and Music Therapy.
Michelle is also the co-owner of Exceptional Getaways, which provides travel opportunities for individuals with special needs since 2017.
Michelle has proudly worked with individuals with special needs since she was 19 years old, starting as a DSP, house manager, coordinator before becoming a BC.
She loves traveling and being in nature. Some of her favorite times are spent with family and friends and Exceptional Getaways adventuring near and far!  Michelle is the proud mom of 2 kids, Zac and Cassie. They are both amazing people and couldn’t possibly make her more happy to be their mom.

At-Large:  Stephanie Shank, LMHC

With a Bachelor’s degree in Psychology, Stephanie began her work in the field in 1989. Her early experience spanned positions at Central State Hospital, New Hope ICFMR, New Hope Group Homes, Noble of Indiana and IDTC. She received her Master’s degree in Counseling in 2000, became a Behavior Consultant in 2001, and in 2004, obtained an LMHC.

Stephanie has been a member of INABC since 2001 and in 2004, she founded Positive Pathways. Beginning as a solo practitioner, her agency now provides services throughout the state of Indiana and has grown to include 25 Behavioral Consultants, three Music Therapists and two Recreational Therapists.

Stephanie is honored to have been a member of INABC since its inception and is looking forward to serving her first term on the executive board.

At-Large:  Joshawa Torres, MS LMFT

Owner & CEO, Torres Behavioral Health

Joshawa Torres is a veteran behavioral health executive and practitioner with over 20 years of experience dedicated to the Indiana social services and mental health landscapes. As the Owner and CEO of Torres Behavioral Health, Josh leads an organization centered on clinical excellence and the empowerment of individuals through person-centered, collaborative strategies. Despite his executive role, he remains deeply rooted in direct practice, continuing to serve as an active Behavioral Consultant. This hands-on involvement allows him to maintain a contemporary understanding of the challenges facing both clients and consultants within the Indiana waiver system. His professional trajectory offers a unique vantage point on the Indiana service continuum, having previously served as a Family Case Manager for the Indiana Department of Child Services (DCS), where he gained vital insight into the systemic and regulatory frameworks governing family and child welfare.

A specialist in systemic dynamics, Josh holds a Master of Science in Marriage and Family Therapy from Capella University (’13) and a Bachelor of Arts from Purdue University (’06). His dual lens as both a Licensed Marriage and Family Therapist (LMFT) and a business owner allows him to effectively bridge the gap between complex clinical needs and organizational health. He is a steadfast advocate for fostering supportive provider cultures that prioritize clinician well-being as the foundation for superior client outcomes.

INABC Professional Liaison: Jim Wiltz, PhD HSPP

Born and raised in Bloomington, Jim earned a bachelor’s degree in Psychology from IU and Master’s and PhD degrees in Clinical Psychology from Ohio State.  He has worked with people with I/DD since 1994 in a variety of positions, including as a Direct Support Professional (DSP), a Group Home Manager, a community-based Behavior Clinician (BC), and a Director of a Crisis Service.  He also has been a senior administrator for three large service providers.  Most recently, Jim co-founded Kestrel Behavioral Health.  He is a licensed Psychologist/HSPP in Indiana and serves on Boards of Directors for the National Association for the Dually Diagnosed (NADD), INARF, and Bloomington’s Down Syndrome Family Connection.
